But how to find (and, what's way harder) be accepted by communities? I've never had a fellow apartment dweller do more than say "hi" to me my whole life. I think America is down the path of bowling alone; the only question is, how far?

Combat Sports, Bouldering, Chess clubs, Bowling teams, Choirs & Bands, Yoga classes, Arts & Crafts classes, Book circles, Pen & Paper groups, Board game groups/stores, whatever strikes your fancy.

There are too many people in big cities for groups to form naturally from proximity, everyone dissolves into an anonymous deluge. You need to meet the same people regularily, and there needs to be an outgroup (aka everyone who does not participate in the group activity), for a community to form. At best even a cost to join, be that only the energy you put into the sport/craft to keep up with everyone else.

Your dream place, with community already in place, sounds lovely. In the meantime, I love your idea of creating a little haven in the green spot in front of your apartment. Maybe the other family there would be interested in helping, with your children.
